The Electoral Commission of Zambia (ECZ)has reaffirmed its commitment to conducting free, fair, transparent and credible elections, stating that international observation is a key partner in strengthening electoral democracy. ECZ Chairperson Mwangala Zaloumis said this during a briefing with accredited international election observers in Lusaka, ahead of the August 13th polling day. Ms Zaloumis commended observers for honouring the invitation and for their presence in Zambia, noting that independent and impartial observation promotes transparency, accountability and public confidence in elections. “The Commission greatly values the participation of international election observers and recognises the important role that credible, independent and impartial election observation plays in promoting transparency, accountability and public confidence in elections,” she said. She said the briefing was part of ECZ’s continuing commitment to openness and stakeholder engagement, aimed at providing first-hand information on key electoral processes and preparations. Ms Zaloumis noted that credible observation depends on access to timely and authoritative information on the legal, administrative and operational aspects of elections. She added that presentations during the engagement covered accreditation and results management, which are critical components requiring clear understanding of procedures, safeguards and accountability mechanisms. The ECZ Chairperson also acknowledged observer interest in key activities such as the arrival, receipt and verification of ballot papers, saying such observation contributes to greater transparency and confidence. “As polling day approaches, observers serve as independent witnesses from preparations through voting, counting, tabulation and announcement of results,” she added She urged the observers to undertake their work professionally, objectively and in accordance with Zambian laws and international observation principles, while respecting the roles of election officials, voters, political parties and other stakeholders. “The Commission is committed to providing accredited observers with appropriate access to electoral processes in accordance with the law and we believe that openness to scrutiny strengthens rather than diminishes the electoral process,” she said. Ms Zaloumis cautioned that elections generate heightened public interest and increased circulation of information, creating room for misinformation and disinformation that can undermine confidence and threaten peace. “In this environment, misinformation and disinformation can spread rapidly and have the potential to undermine confidence in electoral institutions and processes. It creates unnecessary public anxiety and, in some instances, threatens peace and public order,” she said. She encouraged observer missions to seek clarification from the Commission through appropriate channels to ensure their assessments are based on accurate information and a proper understanding of procedures. Ms Zaloumis reiterated that ECZ remains guided by principles of impartiality, professionalism, accountability, transparency and inclusiveness in executing its constitutional mandate.
