THE Premier League may feel as though it has been constantly dominated by Manchester City over the past decade, but there are plenty of leagues that have been far less democratic. Most competitions have one or two clubs that consistently finish in the top places; there is an air of predictability in France, Germany and Spain and there are no surprise teams at the summit in Italy. The Netherlands and Portugal are effectively both run by three teams, while Scotland has almost always been bossed by two clubs from Glasgow. Over the past 20 seasons, the club that has won the highest percentage of league titles in their country is Dinamo Zagreb in Croatia. They have won 90% (18) of 20 campaigns with Rijeka the only other club to emerge as champions. Celtic have lifted the Scottish title 16 times (80%) and Rangers have won the other four. Bayern Munich are the highest profile club to knock all opponents aside. Their 15 Bundesliga titles in the last 20 years include a sequence of 11 successive triumphs which was ended by Bayer Leverkusen in 2024. Paris Saint-Germain have won 12 Ligue 1 championships in the same timeframe (60%). France used to be one of the most open title races and six other clubs (Lyon, Bordeaux, Marseille, Montpellier, Monaco and Lille) have also been champions since 2007. The most league champions in 20 years can be found in Romania, where CFR Cluj have won eight but nine others have also finished in first place. So what of the Premier League?
